Preparation
- Char the mini pepper with a blowtorch.
- Cover the charred pepper with plastic wrap so the skin can be easily removed later.
- Remove the skin and cut off the top.
- Use a small knife to cut a face into it.
- Fill the pepper with the rice salad.
- Place the top back on the stuffed mini pepper.
